localの名詞形はlocaleで、特定の話題に関連した場所を指すときに使います。
This is the actual locale of the crime.
（ここが犯行現場です）

（物語の背景となった場所と時代）
The place is a healthful locale helpful to asthmatics.
（そこは喘息患者によい保養地です）
つまりlocalは「限定された場所に起きること」に重点があります。
local politicsは町や県における政治活動であり、local anesthesiaは局所麻酔です。（全身麻酔はgeneral anesthesia）
regionalやregionはかなり広い地方を指し、「一つの方言が通じる地域」と考えてOKです。
