inspect
1 to examine (something) closely or in detail, esp. in order to judge quality or corectness
After they had finished building the wall the foreman inspected it to make sure they’d done it properly.
2 to make an official visit to judge the quality of (an organization, machine, etc.)
The sergeant-major inspects the barracks every day.
investigate
1 to try to find out more information about; examine the reasons for (something), the character of (someone), etc.
The police are investigating the crime.

inspectとinvestigateはどちらも何かを調べる動作ですが、目的や動機、対象には違いがあります。
inspectは体制側に立った言葉で、オフィシャル又は準公的な仕事をスムーズに進めるため事前に点検することです。
そのためinspectには常にオフィシャルなイメージがあります。
As part of the Independence Day rites, the President of the United States inspected the army, the navy and the air forces.
（独立記念日の行事として、米国大統領は陸・海・空軍を閲兵した）
Before the troupe’s public performances, the ballet teacher inspected the entire dance routine for possible errors.
（公演を前に、バレエのコーチは演技の過程全てにミスがないかを細かくチェックした）
inspectorは各分野に仕事の万全を図るために任命された検査官であり、police inspectorやpassport inspectorなど分野の名称をつけます。
investigateがinspectと違うのは、何らかの不正や不祥事が起きた前提で調査・取り調べを行う点です。
A committee was set up to investigate the murder.
（その殺人事件を調べるため委員会が設置された）
上の例でinspectは使えません。殺人事件はあってはならないものですから、現存する制度のように調べる（inspect）ことはないからです。
investigateは本来、隠れた不祥事を掘り返して、白日の下にさらすという意図を宿した言葉です。
