clothes
「衣服」を意味する一般的な語（シャツ・上着・ズボン・ドレスなど）。
dress
男女の外部につける衣類。狭義には、婦人・少女用のワンピース型の衣服。
garment
通例clothesの一点を指すが、衣類全般を指すやや気取った語でもある。
clothing
clothesの総称、または特殊なタイプのclothes。
costume
ある国・時代・民族に特有の服装（しばしば舞踏会・舞台で使用される）。
apparel
（主に米）衣服（clothing）を指す。特に商店・業界用語。
（英・文語）（特に特別な機会に着る）服装。
attire
通例修飾語を伴って、ある印象を与える服装（格式ばった語）。
garb
人が来ている衣類一式（特に奇抜な服や職業を示す服）。

英語類義語活用辞典の解説
服を表す語としては、もっとも一般的な clothes のほか dress、frock、gown、garment、apparel とたくさんあります。
dress はいわゆる女性用の”ドレス”で bodice と skirt を組み合わせたもので、男性の礼装も dress と呼ぶことがあります。（dress uniform：軍服の礼装）
frock も多くは女性の服を表しますが、この場合用法が限られます。
That’s a pretty frock you have on.
（素敵な服ですね）
She put on a party frock.
（彼女はパーティー用の服を着た）
frock と gown は僧服を指す場合があります。He is a defrocked（もしくはunfrocked） priest.とは、「破戒僧の彼は僧衣をはく奪された」の意です。
gown は judge’s gown（法服）、cap and gown（西欧の学生の正装）などと使います。
garment や apparel には garment union や woman’s apparel（or woman’s wear）industry（女性服産業）という用語があります。
また
garment は undergarment（下着）と outergarment に分かれ、後者はドレスの抽象的総称になっています。
