peep
1 to look at something quickly and secretly, esp. through a hole or other small opening
I caught him peeping at my work.
2 to begin slowly to appear; come partly into view
The flowers are beginning to peep through the soil.
peek
to take a quick look at something, esp. when one should not
They caught him peeking through the keyhole at what was going on in the room.
英語類義語活用辞典の解説
peepとpeekはいずれも「何かをそっと物陰などから盗み見る行為」を指す意味を持っています。
He was peeping（peeking）out from behind the shrubbery.
（彼は植え込みの陰から覗いていた）
She peeked（peeped）under her bed.
（彼女はベッドの下を覗いた）
上の例のように２語とも「覗く」の意味がありますが、「のぞき屋」は Peeping Tom で、Peeking Tom とは言いません。また「のぞき穴」は peephole で peekhole とは言いません。
用法としての違いもあります。
「時々ちらちら見える」場合は peep だけを使い、peek は使いません。
The blue sky peeped through the bare trees.
（葉の落ちた枝の間から青空がのぞいていた）
Crocuses are peeping through the grass.
（クロッカスが草の間からちらほら見える）
見るものが決まっていて、うしろめたい含みもなく何かを素早く一瞥する場合、一般に peek at を使います。
She peeked at her watch.
（彼女は時計に目をやった）
これは She glanced at her watch. とも言えます。
