doubtful dubious suspiciousはいずれも疑わしいことを表す言葉ですが、入れ替えできない性質があるので使い方には注意が必要です。
 
doubtfulは単純な疑念の表明です。
 
It is doubtful if we can get it done by tomorrow.
（明日までに終わらせられるか疑わしい）
 
I am doubtful about the future of company.
（会社の将来に不安を感じる）
 
dubiousはarguable（議論の余地あり）とほぼ同義で、主に価値判断に使います。
 
「良いと言うこともできるが、悪いと言えなくもない。どちらとも断じがたい」というのが、この語が表向きに表すポーズです。
 
しかしこのポーズの裏には、実は否定的判断が強く含まれています。
 
頭から「これはダメだ」と決めつける代わりに「どうだか怪しいものだ」というはぐらかすニュアンスがあるのです。
 
A long vacation is a dubious blessing to low-income office workers.
（収入の少ないサラリーマンにとっては、長い休暇は有難迷惑だ）

suspiciousはdoubtfulやdubiousとは性質が全く異なります。
 
doubtfulとdubiousは自分の判断力に疑いを持つことで、自信はあってもなくても少なくともそういうポーズはとる言葉です。
 
対してsuspiciousは自分の判断に対する疑念はみじんも無く、はじめから対象を疑っている言葉です。
