doubtful は単純な疑念の表明です。
 
It is doubtful if we can get it done by tomorrow.
（明日までに終わらせられるか疑わしい）

（会社の将来に不安を感じる）
 
dubious は arguable（議論の余地あり）とほぼ同義で、主に価値判断に使います。
 
「良いと言うこともできるが、悪いと言えなくもない。どちらとも断じがたい」というのが、この語が表向きに表すポーズです。
 
しかしこのポーズの裏には、実は強い否定的判断が含まれています。
 
頭から「これはダメだ」と決めつける代わりに「どうだか怪しいものだ」というはぐらかすニュアンスがあるのです。

suspiciousはdoubtfulやdubiousとは性質が全く異なります。
 
doubtful と dubious は自分の判断力に疑いを持つことで、自信はあってもなくても少なくともそういうポーズはとる言葉です。
 
対してsuspiciousは自分の判断に対する疑念はみじんも無く、はじめから対象を疑っている言葉です。
