英語類義語活用辞典の解説

enemy は一般的な語で、自分に対して敵意を持つものや、自分のためにならない物事まで含まれます。
 
敵意の強さは、単なる嫌悪感から殺意に近いものまであります。
 
「ためにならない」という形容詞としては inimical（もしくはharmful） を使います。
 
Drinking is inimical to clear thinking.
（飲酒は思考を妨げる）
 
foe は enemy ほど守備範囲が広くなく、同時に感情的な言葉でもありません。
 
personal なわけでもなく、こちらに敵対するものを指します。

friends or foes（敵も味方も）というフレーズは詩・散文問わず使われる文学的表現です。
 
enemy から感情を抜いたのがfoe と言えます。
 
He is your arch enemy.
（彼は君の宿敵だ）
 
とはいいますが、arch foe とは言いません。
 
They are foes of your new plans.

このfoeは個人的感情は含みません。
